Criteria

Criteria for the World Heritage List
Sites nominated for inclusion on the World Heritage List are assessed against the criteria set out in the table below. In effect, these criteria define "outstanding universal value", which is the fundamental qualification for inclusion in the List for the two types of site defined in the Convention.

Nominated sites must be found by the World Heritage Committee to satisfy at least one of these criteria before they can be included in the List (In the case of Cultural criterion (vi), the site must also satisfy at least one of the other cultural or natural criteria.) The World Heritage Committee considers nominated sites in relation to one another, and in the context of the definitions of categories of site set out in the Convention. The Committee also applies a test of authenticity in relation to cultural sites and assesses the integrity of natural sites.

Criteria for World Heritage Sites
Cultural sites Natural sites
Cultural sites must:
  1. represent a masterpiece of human creative genius; or

  2. exhibit an important interchange of human values, over a span of time or within a cultural area of the world, on developments in architecture or technology monumental arts or town-planning and landscape design; or

  3. bear a unique or at least exceptional testimony to a cultural tradition or to a civilization which is living or which has disappeared; or

  4. be an outstanding example of a type of building or architectural or technological ensemble or landscape which illustrates (a) significant stage(s) in human history; or

  5. be an outstanding example of a traditional human settlement or land-use which is representative of a culture (or cultures), especially when it has become vulnerable under the impact of irreversible change; or

  6. be directly or tangibly associated with events or living traditions, with ideas, or with beliefs, with artistic and literary works of outstanding universal significance. (See note.)

    Note. The Committee considers that this criterion (C (vi)) should justify inclusion in the List only in exceptional circumstances and in conjunction with other criteria cultural or natural.
Natural sites must:
  1. be outstanding examples representing major stages of earth's history, including the record of life, significant on-going geological processes in the development of land forms, or significant geomorphic or physiographic features; or

  2. be outstanding examples representing significant on-going ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystems and communities of plants and animals; or

  3. contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance; or

  4. contain the most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of outstanding universal value from the point of view of science or conservation.
